Another interesting thing is that the power of the purse under DERF (Defense Emergency Response Fund ) away from congress as it is stated in the constitution, and into the hand of the DOD who were basically asking for a blank check to distribute however they pleased.
S. 762, the Fiscal Year 2003 Supplemental Appropriations Bill spent billions on the war and reconstruction however there were two unexplained extremely exspensive aid packeges. Under DERF )Which Senator Robert Byrd rightly nicknamed the Dangerous Erosion of the Right to Fund) Turkey got one Billion dollars. That is a Billion with a B. And under FMF (Foreign Military Financing Program) Israel was also given an additional Billion Dollars. That is on top of Israel's normal three Billion a year. As if that was not bad enough, the real zinger came in the form of Loan guarantees. Loan guarantees. S. 762 would provide $9 billion for Israel, $8.5 billion for Turkey, and $2 billion for Egypt.
Rrrrrrrrrrrrrt! Rewind, was that close to 20 Billion dollars given in loan guarantees right after shelling out a billion each to Israel and Turkey.
One may want to look at IAI International Advisors, Inc. which registered itself as a foreign agent representing the government of Turkey. It was reported to have strong ties with Neocons in congress and the Jewish Lobby in washington.
