I think some of it was the 40% hike in export taxes on wheat during the food shortages. Normally they would be able to sell that but the shortages forced them to consume it or produce less of it. The people who needed it could not afford to buy it. The government just wanted to to horde it and use it as trade leverage for other things and imports.
