This week, the Russian government unveiled plans to develop its first comprehensive international aid programme to regulate the funds it lends to poorer countries. The move is supported by the World Bank and marks a turning point in Russia's relationship with the global lender.
Currently Russia is in debt to the world bank but with the surplus of over 70 billion dollars US this year alone, it wont be long before they are debt free. The world bank now wants regulations in the donotaing of funds to 3rd world countries (Russia appears to agree): likely the World Banks dont want Russia to free the debts of anyone else so they can continue to keep them poor which allows them to maintain control and place puppet govts.
