Look at the case of Arie Scher. He was the Israeli vice consul for Rio De Janero. In July of 2000 a sting operation the Brazilian police raided the home of George Steinberg a Hebrew language teacher and found 100s of photos of naked children and sex tapes between adolescents and Israeli tourists. In the background of the videos was the pool and deck of Arie Scher. The police noticed this and moved in to question him but he had already fled back to Israel. One of the underage girls seen on the tape said that Scher has had sex with her and used the children in sex parties at his home. This was reported by Reuters July 5 2000.

In 2005 Arie was moved from Israel to Australia to work in the Israeli embassy to replace guy who was also caught is a sex scandal.

The prostitution ring took girls from Russia and Brazil by using fake advertisements and kidnappings from railways. They also collected children from orphanages and sold them into sex slavery. Look up the names, Victor Razumov, Seth Bekenstien, Kuznesov, Sean Erez, for some of the stories on who got busted (quietly) and what methods they used. It is amazing how huge a sex scandal can be on the news and yet when things like the above happen involving Israelis it is hardly even mentioned on any news anywhere. The Sean Erez story is actually about the Ecstasy drug trade but it all overlaps.
