It would be posible to fake the Bosten Bombing using actors... But what would be the point! So Goverment could show off how good their blood effects are. To much risk of it blowing up in my oppinion.
But then there is the fact that George Romero was able to create some pretty good effects using chocolate syrup in Night of the Living Dead! Indeed it is posible to fake stuff like this.
But highly unlikely!
