The way I understood it is that every single Israeli is getting $30,000 each year (while Americans get nothing).

It's 30k for the people in Ohio (his district) were it to go to them instead of Israel. at least it would be staying in America.
Israel gets far more than 15 billion from the US. The government gives them 15 Billion but the churches in America give far far more. They give about 8 billion per major sect. That's around 48 billion from Zionist Christians.
