are you talking irc channel or irc server?
if channel use a friendly network that requies little admin and doesnt have a problem with room take overs
undernet comes to mind
stay away from efnet, unless that is they've changed since i last used them

I would prefer a IRC server with hostname spoofing. One such server program is unreal ircd. I have set up an IRC server before so I am familiar with the config file, though I am not a master.
I cannot host because my ISP are assholes, unfortunately.
